In which situations do you need one?
In Brussels the obligation is not tied to a sale but to the works. It applies in two situations.
Area above 500 m²
For the total demolition or the renovation of an area larger than 500 m² of a building permitted before 1 October 1998. Here the inventory must be attached to the permit application, on the standard form from the Asbestos Order of 10 April 2008.
For any asbestos works
As soon as you remove asbestos in a way that requires a notification or an environmental permit, regardless of the area, a prior asbestos inventory is compulsory.
Not the same as an asbestos certificate
If you sell a property in Flanders you need an asbestos certificate from OVAM. If you renovate in Brussels you need this inventory. We draw up both.

For asbestos works requiring notification or an environmental permit, no: the inventory has to exist before work starts. It is also part of the file for demolition or renovation above 500 m². If your works fall outside those two cases it remains strongly advisable: your contractor needs to know where asbestos sits in order not to damage it.

Not always. There is no general removal obligation. Asbestos has to go before the works when it would be damaged in the process, or in the event of full or partial demolition.
